Computer Configuration > Policies > Administrative Templates > System/Logon > Always wait for the network at computer startup and logon.

Windows XP Control Wireless Clients were requring two logons to get mapped drives. See Microsoft Article http://support.microsoft.com/kb/305293 and read description of policy setting. Longer Long in times, but more accurate GPO processing
