Fix Windows Unidentified Network Problem

Local Security Policy (gpedit.msc) / Group Policy

Computer configuration > Windows Settings > Security Settings > Network List Manager Policies > Unidentified Networks

Double Click on Unidentified Networks and change Location Type to Private and/or Public, and also set to allow "User can change location".
